WASHINGTON -- U.S. military commanders from the secretary of defense on down share responsibility for gaps in preparedness that helped terrorist bombers blow a gaping hole in the destroyer Cole, killing 17 sailors, the Pentagon's top leaders acknowledged Friday.

The broad and unusual self-indictment was delivered by Defense Secretary William S. Cohen as he released the Navy's 1,600-page investigative report on the Oct. 12 bombing.
