VIRGINIA BEACH -- The developers of Town Center announced Thursday that leases have been signed for more than 60 percent of the planned first phase of the office, retail and hotel development across from Pembroke Mall.
``The leasing of Phase One has surpassed even our own high expectations,'' said Lou Haddad, president and chief executive of Armada/Hoffler Holding Corp., one of the partners in Town Center.
