NORFOLK -- Cracking down on carryout beer and wine could be a boon to troubled neighborhoods and a bane to businesses, members of a newly formed city task force said Monday.
City Council formed the group after a coalition of convenience stores and groceries protested a proposal to set strict limits on where and how carryout alcohol can be sold. The group's task: Find ways to solve the problems associated with alcohol sales - such as public drunkenness and littering - that earn support from business owners as well as neighborhood leaders.
