WASHINGTON, Jan. 25 - Farmworker advocates are worried that a congressional plan to provide Mexican workers with temporary visas will
leave workers with no protection from poor working conditions.The program, known as the "U.S.A.-Mexico Guest Worker Program," is under consideration by Sen. Phil Gramm, R-Texas, and would provide temporary labor for the agricultural and service industries.
