Jan. 30--The president of a New Jersey- based national construction firm yesterday admitted he routinely authorized payoffs to public officials throughout the state, saying municipal corruption is so widespread that companies are forced to offer bribes to get work.
W. Steven Carroll, 49, president and co-owner of United Gunite Corp. of Irvington, a firm that specializes in the rebuilding of sewers and bridges, pleaded guilty to federal charges that he approved payoffs in return for municipal contracts throughout the Garden State.
"If you don't pay, the work isn't going to come," said Carroll's lawyer, Avraham Moskowitz.
