A state law and giving tenants of mobile-home parks the right of first refusal to purchase the park when the owner offers it for sale was a taking of private property for private use, in violation of the state constitution, the Washington Supreme Court recently ruled (Manufactured Housing Communities of Washington v. State, No. 66831-1, Nov. 9, 2000).
Chapter 59.23 of the Washington Revised Code grants mobile-home park tenants the right of first refusal when the park owner decides to sell the park.
