THIS newspaper is based in London. Smack in the middle. Its small staff needs to be able to interview people working in London or passing through, attend press conferences in London, stay in touch with Britain's government, shoot off abroad in any direction at short notice.
The arguments are compelling, but nobody can deny that pleasure is an ingredient too. Central London has wonderful parks, shops, restaurants, museums, theatres. Its climate is drier-yes, drier-than in much of the rest of Britain.
The same reasoning constrains and excuses many companies in many obvious "first cities"-not capitals, because capital status and bigness do not necessarily ...
