Feb. 15--HOOD RIVER, Ore.--After Gov. John Kitzhaber rejected efforts to develop a casino in Cascade Locks, and after tribal members voted against a casino in nearby Madras, the Confederated Tribes of Warm Springs has revived plans to site a casino just east of Hood River.

In a 10-0 vote last week, the Tribal Council approved an extensive effort to research a proposal for a full vote of tribal members later this year.

Rudy Clements, chairman of the tribal gaming board, said the tribe knows it will face opposition from Hood River residents but will move ahead ...
