Feb. 15--HOOD RIVER, Ore.--After Gov. John Kitzhaber rejected efforts to develop a casino in Cascade Locks, and after tribal members voted against a casino in nearby Madras, the Confederated Tribes of Warm Springs has revived plans to site a casino just east of Hood River.
In a 10-0 vote last week, the Tribal Council approved an extensive effort to research a proposal for a full vote of tribal members later this year.
