WASHINGTON, D.C. -- In yet another U.S.-European Union agricultural trade spat, the EU imposed a $12.4 million punitive duty on U.S. corn gluten imports Jan. 24.
The action came after a World Trade Organization (WTO) dispute settlement panel adopted a finding that the U.S. wheat gluten safeguard quota was illegal under WTO rules.
The retaliatory action -- officially known by the EU as a safeguard "countermeasure" -- was first threatened in 1998 immediately after then President Bill Clinton announced he would impose a three-year quota to allow the U.S. wheat gluten industry to adjust to a surge of imported wheat gluten.
