Feb. 23--The White House, adding a new wrinkle to the already contentious debate with Caribbean nations over offshore banking and tax havens, may consider backing off the aggressive crackdown that began under the Clinton administration.
But while that might mend a rift with America's neighboring island countries, it threatens to create one with the wealthy nations that comprise the Organization for Economic Cooperation and Development.
Last year, the OECD put 35 offshore jurisdictions on a blacklist for purportedly aiding tax evasion, a move the Clinton administration ...
