A critical review of the role of the National Partnership for Reinventing Government (NPR) and its efforts to reform executive branch management.
The "reinvention" of the executive branch began in late 1993 and is now completing its projected life span. It is most appropriate, therefore, to assess the accomplishments, the failures, the permanent, and the transitory aspects of this ambitious exercise. Most observers, understandably, emphasize the effort's accomplishments, leavening the praise with some doubts.
