Every now and then, Minnesota's eccentric governor does something wonderfully right. Take his plan to invest federal welfare-reform dollars in preventing teen pregnancy. It's the boldest antipregnancy effort ever advanced by a Minnesota governor, and it could very well work miracles.
This state is very much in need of miracles at the moment. Births to Minnesota teens jumped 80 percent between 1980 and 1996, and birth rates for the state's African-American and Latina teenagers are among the highest in the nation.
