Mar. 3--N.C. leaders, who've stated strong opposition to private prisons in recent years, nonetheless seem eager to make the controversial facilities easier to build and operate.
Three years ago, the N.C. General Assembly imposed a moratorium on private prisons for out-of-state inmates. The N.C. Department of Correction took over two private facilities housing in-state inmates last year, saying government could do a better, safer job.
