Officials from the San Francisco Public Utilities Commission -- the Bay Area's supplier of water and power -- say its aging water distribution system is in need of billions of dollars in improvements that could be financed by bonds.

It will be costly to overhaul the SFPUC's large, aging water and power system, and system maintenance has been deferred for five decades. A long-range SFPUC renovation plan is expected to call for "additional authorization for debt if this plan is going to work," according to Phil Arnold, debt administrator for the utility.
