The head of the Presidential Commission on Human Rights, Self- Determination Union leader and Soviet-era dissident Paruir Hairikian, read out his party's statement to a press conference in Yerevan today on the occasion of the 80th anniversary of the signing between Turkey and Bolshevik Russia on 16 March 1921 of the Treaty of Kars. According to the Kars agreement, Russia agreed to place the Nakhichevan and Nagorno-Karabakh regions under the control of Azerbaijan, and the Kars and Ardahan regions under Turkish control.
