In keeping with the current version of the 7th draft amendment to Directive 76/768, the Member States are due to apply a ban, on 30 June 2002, to the marketing of cosmetics containing ingredients or combinations of ingredients tested on animals. The European Commission wants the marketing ban to be replaced by an EU-wide ban on animal testing for cosmetic ingredients. In her draft amendments, (Nos 11 and 12), Dagmar Roth-Behrendt recommends both the marketing and the animal testing bans.During Council debates on this issue, most Member States said they were unable to support a combined ban.
