Mar. 17--Federal energy regulators ordered another round of possible refunds Friday, this time saying electricity generators and traders overcharged Californians $55 million during Stage 3 emergencies in February.
The order comes one week after the Federal Energy Regulatory Commission ordered $69 million in possible refunds on purchases in January, and just days after the commission accused two energy firms of shutting down two power units in Southern California to drive up profits from other units.
