While the country was reacting to the news of intensified bombings in Iraq, the Bush Administration quietly moved to revoke the Census Bureau director's power to adjust the Census tally announced last December. Specifically, Commerce Secretary Don Evans stripped the Census Bureau of the power to decide whether the Census 2000 head count would be adjusted to include the undercount. Traditionally, the undercount tends to be in cities and rural areas with minorities, children and the poor that have the greatest need for federal assistance which often depends on demographic factors collected by the census for its allocation.
