New York-based apparel manufacturer Topsville, Inc., specialist in the children's import business since 1973, is delving into the domestic arena this fall with the formation of a new `tween girls division, Smitten Kitten, to be headed by industry vets Mark Pashkoff and Lois Eastlund.
