Mar. 22--The city and private partners envision 15 years of change at a cost of $1 billion-plus.
An urban revitalization project described as the largest in U.S. history is about to wash up on the old Navy base and spill over into North Charleston.
The first wave rolls in today, when city officials are expected to sign a preliminary agreement to buy 350 acres from the Charleston Naval Base Redevelopment Authority on the northern tip of the former military complex.
