It seems so simple, so eminently sensible, that you can only wonder why no-one has ever talked about it until now.

In the middle of March I left the country for three days. When I came back, the Arts Council had completely changed the system of arts funding in England.

The way in which it moved to abolish the ten regional arts boards (RABs) as independent bodies, turning them into regional branches of itself, took everyone by surprise with its speed and well-prepared secrecy.
