Population counts produced without the use of statistical sampling are the first and perhaps the only count cities will see of their year 2000 populations.
At a press conference surrounded by Census Bureau workers and volunteers, Commerce Secretary Don Evans declared that with the 2000 Census, "we have achieved a quality count." Evans invoked the words of President Roosevelt in praising the success of the 2000 Census. "The Census is one of the requirements of good citizenship, ..., a vital part of being a good American."
