Population counts produced without the use of statistical sampling are the first and perhaps the only count cities will see of their year 2000 populations.

At a press conference surrounded by Census Bureau workers and volunteers, Commerce Secretary Don Evans declared that with the 2000 Census, "we have achieved a quality count."
