Rufino Licos said his neighbors sometimes jokingly ask him if he and his wife, Eppie, are running a hotel out of their far East Side home.
Friends liken their residence to sort of the Ellis Island of the Midwest for newly arrived Filipinos. There's always a warm meal, an understanding ear and a welcoming smile there, plus a place to stay a few nights or longer if needed.
"They really care about the Filipinos who migrate here," said Agnes Cammer, a Filipina and longtime Madison community activist. "They are like the welcome mat."
