The number of state inmates in New York is declining for the first time in 27 years, according to officials of the State Department of Correctional Services. While advocates for inmates' rights maintain that plummeting crime rates have played a role in the decline, which is expected to continue, officials from Gov. George E. Pataki's administration attribute the trend to new policies that grant early release to greater numbers of nonviolent felons.
The decline in New York thus far is slight: The state's prison population dropped from 71,750 inmates on Feb. 1, 2000, to 70,283 on Feb. 4, 2001, a 2 percent decrease. But state corrections officials project that the ...
