CONGRESS PASSED LEGISLATION LAST week that will overturn OSHA's controversial ergonomics rule, finalized last year by the Clinton Administration. The legislation, which President Bush says he will sign, is a major victory for business groups who say OSHA grossly underestimated how much the rule would cost industry. The standards took OSHA more than 10 years to develop and would have prevented 1.6 million injuries per year, labor unions say.
The ergonomics standards would have required all employers to prevent worker injuries from overexertion and repetitive motions. Unions lobbied to save the rules, but failed to sway enough Democrats. The bill passed by a 56-44 ...
