KITTY HAWK -- Kayak tour operators will have to limit the number of trips they offer in Kitty Hawk, a town whose scenic creeks and wildlife not only attract individual boaters but an increasing number of group kayak excursions.
The Kitty Hawk Town Council unanimously adopted a zoning ordinance Monday night that permits seven trips per day both north and south of Covered Bridge, a move some officials and operators say they hope will end a conflict over regulation of tours in the town.
