Francis L. Loewenheim, a retired history professor at Rice University, a part-time resident of Cincinnati and a frequent contributor to The Post and other publications, died Oct. 17 in Houston. He was 69.
A graduate of Cincinnati Public Schools, Mr. Loewenheim was born in Nuremberg, Germany, June 27, 1927, and came to the United States with his parents in 1934. He received his undergraduate and master's degrees in history from the University of Cincinnati, and earned a doctorate from Columbia University in 1952.
