Apr. 3--The $200 million-plus question the Richland City Council has to answer is whether it's feeling lucky.

That's basically what an independent energy consultant told the council Monday as it discussed a pending electricity contract.

Richland is facing a shifting deadline to make a deal to join the Benton, Franklin and Grays Harbor public utility districts in contracting for 140 megawatts over 20 years from a 249-megawatt natural gas-fired power plant being built at the Fredrickson site, near Puyallup.
