Like the mythical phoenix, which rises from the ashes of its former self, so the once-proudest retail shop on Fourth Street, Gidding-Jenny, is coming back to life in quite a different guise.
On Monday, ''The Shops at 18 West Fourth'' will debut with the first phase of a new concept. Not a department store and not a mall, it's a bazaar without walls, one shop flowing into the other - women's, children's and menswear, plus accessories from jewels to furs.
Glow-in-the-dark artist Tom Bacher has been hired to jazz up the place with a theater marquis motif touting the ''Under the 1st on Fourth'' bargain ...
