According to Croatian diplomats, Mr Patten did not participate in negotiations. They describe the visit as mainly a sign of political support, of which the main expression was his participation in a cabinet session. He gave a 15-minute speech and answered questions from the Ministers. A Commission statement said that Mr Patten discussed association with the EU and regional co-operation. It added that the Croatian government "is facing tough decisions over the implementation of the SAA" but that the EU was helping financially.
