GAA Congress has had its share of divisive motions in the last number of years.
The controversial Rule 21, banning members of the Crown Forces in Northern Ireland from GAA membership, was on the programme three years but was referred to a Special Congress.
Twelve months ago the Football Development Committee's plans to re-vamp the football championship were also sent on to a Special Congress when a new format was decided upon.
