WASHINGTON -- Although it is possible to determine the most likely members of an incoming president's foreign policy team, it is usually more difficult to evaluate who will handle Latin American policy. This is because of the unfortunate fact that Latin America is seldom a priority as far as US foreign policy is concerned.
