WASHINGTON - Political instability in the region and the US drug war would force a Bush administration to focus significant attention on Latin America. Even before Bush's victory is finalized, GOP loyalists, such as Florida Secretary of State Katherine Harris, are angling for choice Latin America foreign policy jobs.
Bush has already indicated that Gen. Colin Powell, the 64-year-old former chairman of the Joint Chiefs of Staff, is his choice for Secretary of State. Condoleezza Rice, 45, who served as director of Soviet and East European affairs in the National Security Council during Bush's father's administration, is George W. Bush's choice to head the NSC.
