LA PAZ -- Amid signs that bilateral relations are warming, Bolivia's maritime aspirations have received a hearing from Chilean President Ricardo Lagos.

Diplomatic relations between the two countries were broken in 1978, when Chilean military ruler Augusto Pinochet failed to make good on what Bolivia considered were promises to restore its coast. Bolivia has consistently sought to regain sovereign access to the sea ever since its entire coastline was annexed by Chile following the 1879 War of the Pacific.
