Investigator Larry M. Stillwell of the Norfolk Police Department has been named Norfolk's outstanding police officer for the third quarter of 1996 by the Fraternal Order of Police Associates. He was chosen for the consistency with which he solves cases and makes arrests.
Norfolk Police Officer Kevin T. Kelleher, a training officer for the Special Enforcement Division's K-9 Unit, has been certified as a master trainer by the North American Police Work Dog Association.
