The Portsmouth magistrate's office, cited for mismanagement and personnel problems, got a new leader today after a Circuit Court judge appointed his secretary to the post.
Rosalyn C. Liburd was named the new chief magistrate in September by her boss, Judge Johnny Morrison. She took office today.
Magistrates set bail for defendants and issue search and arrest warrants to police. They are the front line in the criminal justice system. Nearly every criminal case that enters the court system starts in the magistrate's office.
