James H. Capps, two-term president of the Virginia Beach Hotel and Motel Association in the mid-'80s, will be heading the organization again for another two years.
He was elected by his peers Thursday, outpolling rival resort hotel owner Dawson Sterling by a heavy margin in an unusually heavily attended monthly meeting.
