The Governor of Bank Markazi (central bank) since Sept. 1994, Nourbakhsh is one of ex-president Rafsanjani's closest allies. He has also been one of the main supporters of President Khatami. On Sept. 19, 1999, he was reappointed to another five-year term. This ended speculation that he would be replaced, partly because of differences with Economy and Finance Minister Namazi over the pace of economic reforms.

Nourbakhsh, a central bank governor in 1981-86, is more powerful than his position indicates, having control over Iran's finances and international business dealings in virtually every sector. He travels frequently.
