With strong, bipartisan support, the House of Representative's Judiciary Committee passed the "Consequences for Juvenile Offenders Act of 2001" (H.R. 863) by a unanimous voice vote last week, clearing the way for consideration by the full House.
Representative Lamar Smith (R-Texas), chairman of the Judiciary Committee's Subcommittee on Crime, and Representative Robert Scott (D-Va.), ranking member of the subcommittee, introduced the Consequences for Juvenile Offenders Act last month, which would authorize $1.5 billion for juvenile justice programs, encouraging a discretionary system of graduated sanctions within each state.
