Renewed efforts are under way in Congress to ban ATM fees. The legislation, though, comes as new survey data suggest consumers more often than not avoid paying anything to use an ATM. A separate survey, however, found that those consumers who are paying for ATM use are paying more.
Rep. Robert E. Andrews (D-N.J.) introduced a House bill March 15 that would ban surcharging on ATMs that display paid advertising announcements. The bill is intended to prevent consumers from being charged for using an ATM that already produces revenue to cover the owner's operations costs.
