Apr. 26--CARSON CITY, Nev.--Sen. Bob Coffin on Wednesday presented a proposal to implement a penny a gallon tax on fuel shipped to Nevada via pipeline to pay for emergency operation of the pipelines in the event of power blackouts in California.
Coffin said the shutdown of the pipelines carrying gasoline, diesel fuel and jet fuel in January because of power supply problems in California came close to creating an economic disaster for the state.
