Concert sounds from a proposed outdoor amphitheater in Burnsville would "only rarely" be heard by nearby residents, according to a noise study released by the Metropolitan Council on Monday.
But citizens and a state legislator opposed to the project immediately criticized the Met Council's interpretation of the study's findings and said the report ignored key issues such as how often a worst-case noise scenario would occur.
"It has a lack of definition," said Joe Artmann of Citizens' Alliance for Responsible Ecology, a Burnsville residents' group.
