The shock unleashed at news of a fire in the confines of a transportation tunnel shakes the very confidence of the travelling public in such facilities. Deaths on the highways of the world amount to carnage compared to deaths by fire in tunnels. Nevertheless, the higher numbers of victims per tunnel fire incident, and the apparent helplessness of officials to cope with such emergencies, engenders terror in the minds of the travellers. Fires in tunnels during construction are another hazard.
