The German Chancellor Gerhard Schroder has confirmed his status as a European leader, proposing that his Social Democratic Party, the SPD, should adopt radical institutional reform of the European Union as an act of faith. In a Resolution due to be tabled before the SPD Congress in the Autumn and published at the end of April by the German weekly Der Spiegel, Mr Schroder proposes transforming the European Commission into a genuine Government. He also recommends an enhancement of the status and powers of the European Parliament, with MEPs given "full sovereignty" over budgetary issues.
