WASHINGTON _ President Bush is wrapping up the first phase of his presidency with a flurry of accomplishments and kicking off a more ambitious, difficult and some say ideological agenda for the months and years to come.
The president pushed hard for his conservative proposals to cut taxes and make public schools more accountable, then exhibited that he's willing to compromise in order to close a deal. Now he will likely get to sign into law a modest education reform package and the biggest federal tax cut in 20 years.
But without waiting to finish those deals, Bush is poised to propose sweeping changes in the nation's energy policy, its defense ...
