The water was 5 feet deep on the floor of Wolf Marine at the north end of Stillwater two weeks ago, and this week, with the floodwaters receding, the parking lot was still a mass of red mud.
But it was the actions of the National Park Service, setting up new boat restrictions on the St. Croix River to stop the spread of zebra mussels, that most riled Eric Wolf, co-owner and marina operator.
"They're stealing the river from us," said Wolf, surveying the swollen St. Croix and the hundreds of boats parked at his marina. "The Park Service has screwed us so bad."
