In early 1998, when the public debate over how to use the 7,354 acres of the Badger Army Ammunition Plant was just beginning, a Sauk County resident cautioned against friends and neighbors becoming selfish and working against their common interests.
"We're acting like a family that has been given a great inheritance," Merrimac resident Mary Sullivan observed during one town hall meeting. "And instead of sitting down and deciding how best to invest it for the long-term benefit of the whole family, everyone tries to grab as much of it as possible, and the family falls apart."
