"I SAT in [Governor George Bush's] office and I said, "You're going off to Washington and getting elected and you're leaving me with all this mess.' " Paul Sadler, a Democrat in Texas's House of Representatives, is talking about a particular issue, "social promotion", the practice of automatically graduating pupils at the end of each school year, even if they have not achieved the required academic standard. But he could be speaking of much of Mr Bush's record in his home state.
