The Ministers insisted at Ljubljana that the Round should be fair to all WTO members. They noted that regulations governing anti-dumping, and the relationship between trade and the environment should be clarified, while new rules should deal with investment, competition, trade facilitation and transparency in government procurement. The purpose of the changes should be to make trade more predictable and transparent, avoid protectionism and unilateralism and respond to rapid international integration.
