WASINGTON, D.C. -- The U.S. International Trade Commission (ITC) ruled last week that imports of wheat gluten from the European Union "are a substantial cause of injury" to the U.S. industry.
The May 10 ruling came as a continuation of a U.S. safeguard action taken in 1998 to protect domestic wheat gluten manufacturers from a flood of European imports that began in the late 1990s.
However, the EU challenged the earlier safeguard action invoked by President Bill Clinton that raised U.S. tariffs on EU wheat gluten to allow the U.S. industry to adjust.
